    Solution :

    When a cone filled with water is revolved in a vertical circle, then the velocity at the highest point is given by                 \[v\ge \sqrt{gr}\] Also       \[v=r\,\,\omega =r\frac{2\pi }{T}\] Hence,  \[\frac{2r\pi }{T}\ge \sqrt{r\,\,g}\]                 \[T\le \frac{2\pi r}{\sqrt{rg}}=2\pi \sqrt{\frac{r}{g}}\]                 \[\le 2\pi \sqrt{\frac{4}{9.8}}\]                 \[\le 2\times 3.14\times 0.638\]                 \[\le 4.0\,\,s\] \[\therefore \]  \[{{T}_{\max }}=4\,\,s\]
