     Energy released, \[R=m{{c}^{2}}\] If speed of light were\[\frac{2}{3}\]of its present value, then  \[E=m{{\left( \frac{2}{3}c \right)}^{2}}=\frac{4}{9}m{{c}^{2}}=\frac{4}{9}E\] Energy decreased by \[E-E=E-\frac{4}{9}E=\frac{5}{9}E\]
