 India and Tajikistan have reaffirmed their commitment to promote bilateral relations and agreed to enhance economic cooperation, particularly in sustainable water development. Nitin Gadkari, the Union   Minister for Water Resources, River Development & Ganga Rejuvenation, Road Transport & Highways and Shipping held wide-ranging talks with Sirodjidin Muhridin, Foreign Minister of Tajikistan in Dushanbe. The two leaders underlined the need to give further impetus to the ongoing bilateral cooperation in various fields and agreed to enhance mutual cooperation in the area of sustainable water development. Mr Gadkari is in Dushanbe to represent India at the high-level global conference on “International Decade for Action: Water for Sustainable Development”.

 President Ram Nath Kovind reached Suriname capital Paramaribo on the second leg of his three-nation tour to Greece, Suriname and Cuba. He was received at the Paramaribo airport by Suriname President Desire Delano Bouterse. Mr Kovind was given a Guard of Honour. President Ram Nath Kovind observed the Yoga day in Suriname along with his counterpart Desire Delano Bouterse. This will be the first time that heads of two countries will together participate in the International Yoga day. Later on, the two sides agreed to expand the bilateral agenda, especially in areas of economic relations, cultural cooperation and development partnership.
Further, India will assist Suriname to establish a Centre of Excellence in Information Technology. An MoU was signed in this regard, along with four others in the field of elections, diplomatic academies partnership, employment for the spouse of diplomats of the two countries and archives. The President also addressed the National Assembly of Suriname, thereby becoming the first foreign Head of State to address the Assembly.

 Four MoUs have been signed under ‘Adopt a Heritage’ scheme and six more are at an advanced stage, according to Mr Raghvendra Singh, Secretary, Ministry of Culture. The scheme was implemented by the Ministry of Tourism, Ministry of Culture and Archaeological Survey of India. Around 31 more Adarsh Monuments have been enlisted for coverage under the scheme.
The four MoUs include:
  • Mount Stok Kangri Trek Route, Ladakh: The MoU for adoption was signed between Ministry of Tourism, Adventure Tour Operators Association of India (ATOAI) and the state government of Jammu & Kashmir.
  • Gangotri Temple Area & Trail to Gaumukh, Uttarakhand: The MoU was signed between Ministry of Tourism, ATOAI and Uttarakhand Government.
  • Red Fort, Delhi: The MoU was signed between Ministry of Tourism, Ministry of Culture, ASI and Dalmia Bharat Limited.
  • Gandikota Fort, Andhra Pradesh:  The MoU was signed between Ministry of Tourism, Ministry of Culture, ASI and Dalmia Bharat Limited.

     The Reserve Bank of India (RBI) revised the upwards housing loan limits under Priority Sector Lending (PSL). The housing loan limits were revised to bring the union of the PSL guidelines for housing loans with the Affordable Housing Scheme of the Union Government and to give a stimulus to low-cost housing for the economically weaker sections and low-income groups. Housing loans of up to Rs 35 lakh for residences costing less than Rs 45 lakh will now be treated as Priority Sector Lending (PSL) to give a boost to the low-cost segment. The housing loan limits for eligibility under priority sector lending will be revised to Rs 35 lakh in metropolitan centres and to Rs 25 lakh in other centres.
    The existing family income limit of Rs 2 lakh per annum for availing of the loans for housing projects for Economically Weaker Sections (EWS) and Low Income Groups (LIG) now stands revised to Rs 3 lakh per annum and Rs 6 lakh per annum, respectively. These changes have been done in alignment with the income criteria specified under the Pradhan Mantri Awas Yojana (PMAY).

     The Securities and Exchange Board (SEBI) has approved amendments to buyback and takeover regulations and changed the time for announcing the price band of initial public offering (IPO) from 5 to 2 days, according to the chairman of SEBI, Ajay Tyagi. SEBI had made a proposal to bring changes based on suggestions made by the regulator’s Primary Market Advisory Committee (PMAC). In a consultation paper, SEBI had proposed that entities would not be required to file draft papers for rights issue worth up to Rs 10 crore.

     The 4th International Yoga Day is being celebrated across the globe on 21st of June. In India Prime Minister Narendra Modi led thousands of people in performing yoga asanas, in the main event organised at Forest Research Institute in Dehradun, Uttarakhand. The theme for Yoga Day 2018 is "Yoga for Harmony and Peace". In 2015, United Nations General Assembly unanimously announced 21st June as the International day for yoga to raise awareness about the benefits of practising yoga. The resolution was co-sponsored in the General Assembly by 177 nations, the highest ever number of co-sponsors for any UNGA resolution of such nature.

     The world's first of its kind and state-of-the-art International Centre for ‘Humanitarian Forensics’ (ICHF) was launched at the Gujarat Forensic Sciences University in Gandhinagar, Gujarat. The centre is a joint venture of the regional delegation of the International Committee of the Red Cross in India, Bhutan, Nepal and the Maldives and also Gujarat Forensic Science University. The main aim of the Centre would be to provide service to the nation and to the entire world when the need arises.

     The Parliament of Canada has passed Cannabis Act (or Bill C-45), a landmark law that legalizes recreational use of marijuana (a psychoactive drug from the Cannabis plant intended for medical or recreational use) nationwide. It makes Canada the first G7 country to legalise the drug’s recreational use and the second to have a nationwide, legal marijuana market, after Uruguay (permitted in December 2013).
    • Key Facts
    The law controls and regulates how the drug can be grown, distributed and sold. It allows adults to possess up to 30 grams of dried cannabis in public, but minimum legal age to buy and consume the drug has been set federally at 18. It makes illegal to possess more than 30 grams of cannabis in public, grow more than four plants per household and to buy from unlicensed dealer. It provides stringent penalty of jail up to 14 years if someone caught selling drug to minor. With the passage of the bill, Canadians will be able to buy and consume marijuana legally as early as September 2018.
    • Marijuana
    Marijuana is greenish-gray mixture of dried, shredded leaves, stems, seeds and flowers of Cannabis sativa – the hemp plant. Most people smoke marijuana, though it can also be used in other forms such as edibles, powders and oils. It used for controlling pain for medical issues, like cancer, nervous system diseases, glaucoma, migraines, etc and also used to treat nausea and improve appetites for people with HIV or other chronic illnesses. Cannabis is banned in most countries but number countries have started decriminalising its use in recent years. It is legal for medicinal purposes in 14 European countries, Argentina, Israel, Puerto Rico, Mexico, Panama, Turkey, Zambia and Zimbabwe. In the US, its medicinal use is allowed in 29 states and nine states have legalised both medical and personal use. Spain, Netherlands, Slovenia, Portugal, Jamaica, Peru, Chile, Colombia, Ecuador and Luxembourg are among countries that have relaxed legislation regarding personal use of Cannabis.

     Human Resources Development Minister Prakash Javadekar launched the National Digital Library of India (NDLI). The library will become a single window platform for all educational needs. Users can register for free on the National Digital Library from Google Play store. The library can be accessed atndl.iitkgp.ac.in. The library is an integrated platform for schools, colleges, universities, teachers, and students. Over 35 lakh e-books in more than 200 languages are available in the library.
