If federalism works only in big countries, why did Belgium adopt it?                                                     [NCERT]

Answer:

It's not certain that federalism works only in big countries but it gets success in the country having true nature of democracy. Besides, federalism has the objectives- to safeguard and promote unity in the country and to accommodate regional diversity. That is what was required in Belgium because of its ethnic diversity.
