    Answer:

    (a) Spoken by Gandhiji.
    (b) Gandhiji agreed that in an armed conflict against the British Indians would not be able to win because Indians under no circumstance could possess enough arms to fight the forces of the mighty empire.
    But Gandhiji had full faith in the capacity of the masses. According to him if hundred million people raise their arms in non-violent protest against the British government, the British would have to stoop to the Indians.
