    Solution :

     Rajagopalachari formula contained the provision of plebiscite in the Muslim majority areas but that plebiscite was to involve both Muslims and non-Muslims. In fact, this was one of the major objections of Jinnah to this formula, since he wanted the plebiscite to involve Muslims only.
