    [c] CVC is not a constitutional body. At first, the CVC was not even a statutory body, when it was established through an executive order in 1964. It however, became a statutory body in 2003, with the passage of the CVC Bill. In its functioning the CVC exercises supervision over the CBI in those matters, which are related to the offences under the Prevention of Corruption Act, 1988. The jurisdiction of the CVC extends to several types of public officials like All India Service Officers, Group A officers of the Central Government, Officers in Public Sector Banks and RBI etc. However, on the completion of the inquiry by the CVC itself or by any other body charged by the CVC to conduct the inquiry, the recommendations for action are not binding on the government. In case of non-acceptance of the CVC recommendations, the reasons have to be given to the CVC in writing. Thus, we can say that Statement 3 is the only correct answer and the right answer is option [c].
