[b] Civil Services: Lord Wellesley started a training college in Fort William, in 1800. In 1806, the company established an East India college at Haileybury for imparting 2 years training to the youth officers. The Civil Services was started in 1833, under the Charter Act. In 1853, the civil services became an open competition however the exams were conducted in London only. The 1st exam was held in 1855 under the Board of control's supervision.
