    [a] Kerala High Court in 1997 rightly declared that bandhs are unconstitutional and the Supreme Court had in 1998 clearly upheld the ruling of a full bench of the Kerala High Court that calling or enforcing a bandh was illegal and unconstitutional. According to the bench, a bandh call essentially paralysed public life and was violative of the Fundamental Rights guaranteed under Article 19 (Freedom of Speech) and Article 21 (Right to Liberty) of the Constitution. The Assam Prevention of Unconstitutional Bandh Act 2013, prepared by the state government in November 2013 says a bandh is unconstitutional and an offence as no individual or organisation has the right to paralyse the educational, economic and industrial systems
