    [d] Ordinance-making power of the governor has been often misused by state chief ministers. In DC Wadhwa vs State of Bihar (1987) it was brought to the notice of the Supreme Court that between 1967- 1981 the governor of Bihar promulgated 256 Ordinances. Some Ordinances were kept alive for periods ranging from one to 14 years by repromoulgating them again and again. The Supreme Court considered such promulgation as an abuse of the power and a fraud on the Constitution.
