    [d] A.O. Hume one of the leading spirits in the founding of the Indian National Congress. Prior to the Hindi-Urdu controversy, Sir Syed Ahmad Khan was interested in the education of both Muslims and Hindus, and visualised India as "beautiful bride, whose one eye was Hindu and, the other, Muslim". As a result of this view, he was regarded as a reformer and nationalist leader. The Prevention of Seditious Meetings Act, 1907 was a 1907 law of British India enabling the government to prohibit any unauthorized political meeting by more than twenty persons in any province designated as a. "proclaimed area" by provincial authorities. The Act was extended until 31 March 1911, when a similar act, the Prevention of Seditious Meetings Act, 1911, was passed to replace it. Eastern Bengal and Assam was an administrative subdivision (province) of the British Raj between 1905 and 1912. Headquartered in the city of Dacca, it covered territories in what are now Bangladesh and Northeast India. Sir Joseph Bampfylde Fuller was the province's first Lieutenant Governor.
