    Solution :

     From the two positions it is clear that 4, 6, 2 and 5 dots cannot appear opposite 3 dots. So 1 is opposite 3. Now assuming one dot opposite 3 dots, in the two figures and rotating fig (I) in the position of fig (II) we will get four dots opposite to two dots.
