    Solution :

    For open pipe \[{{f}_{1}}=\frac{v}{2l}\] and for dosed pipe \[{{f}_{2}}=\frac{v}{4\times \left( \frac{l}{4} \right)}=\frac{v}{l}=2{{f}_{1}}\]                 \[\frac{{{f}_{1}}}{{{f}_{2}}}=\frac{1}{2}\]
