                    The electric charge at rest produces electric field. The electric charge in uniform motion causes steady electric and magnetic fields. Since, the magnitude of the electric and magnetic fields is not changing with time, therefore steady electric current fails to  produce electromagnetic waves. The electromagnetic/waves are produced by the accelerated charge. The electric and magnetic fields produced by the accelerated charge change with time. Therefore, it radiates   electromagnetic   waves.   For example, the electron jumping from outer to the inner orbit of the atom radiates, electromagnetic waves.  Similarly, the electrical oscillations in the LC circuit can produce electromagnetic waves.  Even electric sparking generates electromagnetic waves.
