    Solution :

    The magnetic flux associated with a closed loop is zero. Thus, magnetic flux through parts \[I\] and \[II\] is zero\[i.e.,\]                 \[{{\phi }_{I}}+{{\phi }_{II}}=0\] \[\Rightarrow \]               \[{{\phi }_{I}}=-{{\phi }_{II}}\] or            \[|{{\phi }_{I}}|=|{{\phi }_{II}}|\] So, the magnitude of flux through both parts \[I\] and \[II\] must be equal.
