    Solution :

    Vinyl halide \[C{{H}_{2}}=CH-Cl\] do not undergo SN reaction This is due to formation of highly unstable carbocation \[(C{{H}_{2}}=\overset{\oplus }{\mathop{C}}\,H)\]; which cannot be delocalised by the \[\pi \text{-}\]electron, also \[CCl\] has double bond character because of resonance Hence statement (2) is wrong.
