    From the law, the rms speed is inversely proportional to square root of molecular mass. It means \[c\propto \frac{1}{\sqrt{M}}\] hence   \[\frac{{{c}_{hydrogen}}}{{{c}_{oxygen}}}=\sqrt{\frac{1}{2}\times \frac{32}{1}}=\frac{4}{1}\]
