     \[\underset{46\,g}{\mathop{{{C}_{2}}{{H}_{5}}OH}}\,\xrightarrow[{}]{Red\text{ }hot\text{ }alumina}\underset{28\,g}{\mathop{{{C}_{2}}{{H}_{4}}}}\,+{{H}_{2}}O\] \[\because \] Ethene obtains from 46 g ethanol = 28 g \[\therefore \] Ethene will obtain from 23 g ethanol \[=\frac{28}{46}\times 23=14\,g\] but only 50% change is completed hence half quantity of ethene will obtain, ie, Ethene will obtain\[=\frac{14}{2}=7\,g\].
