    Solution :

    Let height of water column in the tank he\[h\]. Total pressure \[(P)=\] atmospheric pressure \[({{P}_{0}})+\] pressure due to water column in tank\[(P)\] \[\therefore \]  \[P=P-{{P}_{0}}=3-1=2\,\,atm\] or            \[h\rho g=2\times {{10}^{5}}\] or            \[h\times {{10}^{3}}\times 10=2\times {{10}^{5}}\] or            \[h=20\,\,m\] Hence, velocity of water coming from hole\[ie\], velocity of efflux is                 \[v=\sqrt{2gh}=\sqrt{2\times 10\times 20}\]                    \[=\sqrt{400}m{{s}^{-1}}\]
