Xenon forms binary fluorides by the direct reaction of elements; The reason is that only the heavier noble gases form such compounds. Octet of electrons provide the stable arrangements but this statement is not very much valid in cases of higher element which can be ionised easily due to large distance between nucleus and valence electrons.
