India has been witnessing 'jobless growth' since
the last few decades. Employment growth has never matched the growth In GUP
since 1950. As shown in the chart below, GUP growth rate in the first five
years of planning (1951-56) was 3.6% while during the same period employment
grew by a meagre 0.39%. The trend continued in the second plan too it was only
in the period 1961-66 that employment and GDP grew at
approximately the same rates. Since then employment
growth is lagging at around 2% and even lower while GDP growth has been above 5%
in many of the plan periods in the past 50 years. Therefore, we can conclude
that employment generated in the country has not been commensurate with the
growth of GDP in India.
