etc can penetrate Service sector to rural areas and induce mobilization and
growth in Primary sector and ultimately create employment.

Cheap credit for creation of new enterprises and encouraging
foreign investment can also create employment in both rural and urban areas.

Social safety net programmes like NREGA, Jawahar Lal Nehru Urban
Renewal Mission (JNNURM), etc generates massive employment in rural
and urban areas respectively.
