                  Following   circumstances   compelled   the government to start targeted anti-poverty programmes (i) Since the poor are not able to take advantage from the opportunities created for them, the growth in the agriculture sector is much below expectations. In agriculture sector, a large number of poor people are employed therefore, the need for targeted anti-poverty programmes was felt.
