1791, the National Assembly completed the draft of the Constitution. Its main
object was to limit the powers of the monarch. The powers instead of being
concentrated in the hands of the monarch, were now separated and divided between
the Legislature, the Executive and the Judiciary.
The Constitution also declared that it was the duty of the state to
protect each citizen's natural rights. In this way, France became a
Constitutional monarchy.
