    Rajukas were appointed by Ashoka for administering justice, while for propagating Dhamma, he appointed Dharmamahamatras. The third Buddhist Council which took place at patliputra under his patronage was presided over by Mogaliputta Tissa. Mahakashyap had presided the first council which took place after death of Budhha. This council was held at Rajgriha.
