     Home charges, as the British called them, included the expenses to function the India office in London. This also included the pensions to retired officials. These charges also constituted the interest on the public debt which was raised in England at higher rates, the annuities for railway and irrigation and for the payments to the civil departments, where the English people were appointed. Home charges so sent were also used to wage any wars outside India by the Englishmen.
