               Radius of circle is \[\left| \frac{2+3-4}{\sqrt{5}} \right|\ =\frac{1}{\sqrt{5}}\]                    Therefore, equation is \[{{(x-1)}^{2}}+{{(y+3)}^{2}}=\frac{1}{5}\]                    or \[{{x}^{2}}+{{y}^{2}}-2x+6y+1+9=\frac{1}{5}\]                    or \[5{{x}^{2}}+5{{y}^{2}}-10x+30y+49=0\].
