                    Structure of \[C{{O}_{2}}\] is linear \[O=C=O\] while that of \[{{H}_{2}}O\] is\[\begin{matrix}    {} & O & {}  \\    H & {} & H  \\ \end{matrix}\] i.e. bent structure so in \[C{{O}_{2}}\] resultant dipole moment is zero while that of \[{{H}_{2}}O\] has some value.
