As the liquid rises in the capillary tube, the air gets compressed between the top end of the tube and the liquid meniscus. The compressed air opposes the rise of liquid due to surface tension. The liquid rises till the two opposing forces just balance each other. Hence if the top end of the capillary tube is closed, the liquid rises to a smaller height.
