    The movement in cities gradually slowed down for a various reasons:
    (i) Khadi cloth was often more expensive than mass-produced mill cloth and poor people could not afford to buy it.
    (ii) Similarly boycott of British institutions posed a problem because of lack of alternative Indian institutions to replace them.
    (iii) So the students began to go back to government schools and lawyers returned to government courts.
