    No, the increase in the number of colleges is not adequate to admit the increasing number of students. (a) The tertiary level of education in India has shown tremendous growth. The colleges and universities' have increased from 750 and 30 in J 950-51 to 15,600 and 3/1 in 2004. However this increase has been mitigated by the growth of population. (b) Even today only 6% of people between 16 years to 23 years of age enter tertiary education. (c) The government outlay has also fallen from 24% in 1970s to just 9% of Gross Domestic Product today
