    Correct Answer: B

    Solution :

               \[{{r}_{1}}+{{r}_{2}}=2+\sqrt{21}\], \[{{C}_{1}}{{C}_{2}}=\sqrt{{{1}^{2}}+{{3}^{2}}}=\sqrt{10}\]                    Obviously\[{{r}_{1}}+{{r}_{2}}>{{C}_{1}}{{C}_{2}}\].                    Hence circles cut each other.
