    [a] DPCs are set up under Article 243ZD of the Constitution, which was inserted by the 74th Amendment Act, Article 243ZD makes it mandatory upon State Governments to constitute district planning committees though it is a different matter that many states have actually not constituted them. DPCs take up planning of both urban and rural areas and if there is a Municipal Planning Committee (MFC) within the district even then the DPC will make plans for the urban area. Regarding the member of DPC, Statement 4 is correct such a composition has been mentioned in Article 243ZD.
