    B)                     1, 2 and 3

    C)  3 and 4

    D)  1 and 3

    Correct Answer: B

    Solution :

[b] During a proclamation of national of emergency, the Parliament can make laws on items in the State List, Such laws though cease to have effect 6 months after the proclamation has ended. Thus, Statement 1 is correct. Under Article 253 of the Constitution, Parliament can make laws to give effect to any international agreement and such laws will not be subject to the usual division of powers into the three lists given in the Constitution. Thus, Statement 2 is also correct, Statement 3 is correct, as Article 252 provides that if two or more State Legislatures pass a resolution asking the union to make laws for them on any item in the State List then Parliament will have the authority to do so. Statement 4 is however incorrect as no such provision exists in the Constitution, Thus, the correct answer is [b].
