[a] Statement 1 is correct because NCSC is a constitutional body set up under Article 338 of the Constitution. The commission went through many changes over the years and initially it functioned as a body for both SCs and STs. Later on in 2004 Separate Commissions for SCs and STs were created after the 89th Constitution Amendment Act of 2003 which provided for bifurcating the combined National Commission for SCs and STs.
