Statement 3 is correct. The Supreme Court in 1992, held that in determining   constitutionality of an Amendment Act, the court can a law, which seeks to give effect to Fundamental Duties even if it imposes reasonable restrictions on Fundaments' Rights under Articles 14 and 19.
