    Solution :

    Diameter of the wheel = 3 m
    \[\therefore \]Circumference \[=\pi \times \] diameter \[=\frac{22}{7}\times 3=\frac{66}{7}\,\,\text{m}\]
    Since, a wheel covers a distance equal to circumference in one revolution, therefore, distance covered in
    28 revolutions \[=28\times \frac{66}{7}=264\,\,\text{m}\]
    Now, 264 m distance is covered in 1 min
    \[\therefore \] 5280 m distance will be covered in \[=\frac{5280}{264}\]
    = 20 min
