    [d] According to the Article (75) the Council of Ministers shall be collectively responsible to the House of the people. Ministers may be chosen from among members of either house and a minister who is a member of one house has a right to speak in and to take part in the proceeding of the other house he has no 'right' to vote in the house of which he is not a member Article (88). Assertion : The council of ministers in the union of India is collectively responsible both to Lok Sabha and the Rajya Sabha.
