    [d] The reports of the Comptroller and Auditor-General of India relating to the accounts of the Union shall be submitted to the president, who shall cause them to be laid before each House of Parliament. The reports of the Comptroller and Auditor-General of India relating to the accounts of a State shall be submitted to the Governor of the State, who shall cause them to be laid before the Legislature of the State. The parliament has the responsibility of scrutiny of the Annual accounts and audit reports. Since this is a gigantic task as it involves diverse and specialized nature and may waste a lot of time of parliament, the job has been assigned to specialized Committees viz. Public Accounts Committee and the Committee on Public Undertakings.
