    [a] Both Adjournment and Adjournment Sine Die lies with the presiding officer of the house. It is the summoning, prorogation and dissolution, which are done by the President. Adjournment is done only to end a particular sitting and prorogation happens only after the Adjournment Sine Die. There is no need to prorogue both Houses at the same time. Dissolution of Lok Sabha (Rajya Sabha cannot be dissolved since it is a permanent chamber) happens either at the expiry of the term of the House or through order of the President.
