Attorney general G E Vahanvati has said that governors have the power to act independently of the state governments in matters relating to administration in tribal dominated regions; While the governor is bound to act on the advice of the state governments, the AG has taken the view that he could act on his own when it comes to tribal areas, defined as Scheduled V (five) areas under the Constitution. In short, the Centre can implement its policies for the tribals through the governor.
