Now \[C{{H}_{3}}Cl\] has less electronegativity than\[C{{H}_{2}}C{{l}_{2}}\]. But \[C{{H}_{2}}C{{l}_{2}}\] has greater dipole moment than\[CHC{{l}_{3}}\].
