    Solution :

    Let number of men and women working In IT department be 5x and 4x, respectively,
    Then,   \[5x+4x=23\]% of 1800
    \[\Rightarrow \]   \[9x=414\]\[\Rightarrow \]\[x=46\]
    \[\therefore \] Number of women working in IT department
                \[=46\times 8=184\]      
    \[\therefore \] Required percentage
    \[=\frac{184}{1800}\times 100\approx 10.2\approx 10\]%
