Explain what is meant by "sovereign" and "secular".                                                         (3)

    Answer:

The word 'sovereign' in the context of the Indian Constitution means that the people have the supreme right to make decisions on internal as well as external matters. No external power can dictate to the government. The word 'secular' implies that citizens of India have complete freedom to follow any religion. Government treats all religious beliefs and practices with equal respect. There is no official religion.
