    Here, B is implying Abut A is not implying B, as kinetic energy of a system of particles is zero means speed of each and every particle is zero which says that momentum of every particle is zero. But statement A means linear momentum of a system of particles is zero, which may be true even, if particles have equal and opposite momentums and hence having non-zero KE.
