    Solution :

    An element which can readily accept an electron and oxidise the other act as a good oxidising agent. Halogens are strong oxidising agents as they have small atomic size, high electro negativity and high electron affinity. So they have strong tendency to accept an electron. Fluorine being the smallest is the best oxidising agent.
