    Solution :

                    \[C{{H}_{2}}=CH-Cl\] is least reactive with the hydrolysis point of view because vinylic halides do not undergo \[{{S}_{N}}1\] reaction due to instability of their carbocations. The \[Cl-Cl\] bond is stronger and therefore, formation  carbocation is difficult.
