    Solution :

    Let\[\alpha \]be the one root of equation\[{{x}^{2}}+bx+3=0,\]then another root will be\[3\alpha \]. \[\therefore \]  \[4\alpha =-\text{ }b\] and         \[3{{\alpha }^{2}}=3\] \[\Rightarrow \]               \[a=\pm 1\] \[\therefore \]  \[b=\pm 4\]
