    Exp. [c] The term 'Panchayati Raj' in India signifies the system of rural local self-government. It was constitutionalised through the 73rd Constitutional Amendment Act 1992. This Act has added a new Part-IX and a new Eleventh Schedule to the Constitution. It is entitled as The Panchayat' and consists of provisions from Article-243 to 243 0. The fundamental objects of 'the Panchayat' are People participation in development i.e. organisation of Gram Sabha (it is a body consisting of persons registered in the electoral rolls of a village) establishment of Panchayats at the village, intermediate and district levels reservation of seats for Schedule Castes (SCs), Schedule Tribes (STs), women and minorities. Democratic decentralisation i.e. devolution of powers and responsibilities upon Panchayats to prepare plans for economic development and social justice granting financial powers to levy, collect and appropriate taxes, duties, tolls and fees.
