    Exp. [b] The Rowlatt Committee was a Sedition Committee appointed in 1918 by the British Indian Government with Justice Rowlatt, an English Judge, as its President. The purpose of the committee was to evaluate political terrorism in India, especially Bengal and Punjab in March, 1919, the government passed the Rowlatt Act even though every single Indian member of the Central Legislature Council opposed it. Gandhiji called for a nationwide protest in February, 1919, but soon having seen the constitutional protest fail, he organised a Satyagraha Sabha and roped in younger members of Home Rule Leagues and the Pan Islamists. The catalyst to the new phase of the movement was provided when, in November, 1927, the British Government appointed the Indian Statutory Commission, known popularly after the name of its Chairman as the Simon Commission, to go into the question of further constitutional reform. Hence, option  is correct.
